In some of the videos, people were heard pleading to be rescued.<\/p>\n<p>A road in the town of Tabuelan, also in Cebu province, was rendered impassable following a landslide.<\/p>\n<p>On the island of Bohol, one person was reported killed after he was pinned down by a fallen tree, according to radio station DYMA.<\/p>\n<blockquote class=\"twitter-tweet\">\n<p lang=\"en\" dir=\"ltr\">WATCH: Several individuals called for help at Barangay Dumlog, Talisay City, Cebu on Tuesday morning.<\/p>\n<p>\u201cWe cannot cross the roofs,\u201d said uploader Godfrey Senecio. <\/p>\n<p>Cebu Governor Pam Baricuatro is now on her way to Talisay to assess the situation. <\/p>\n<p>\u201cIt\u2019s the flooding that placed\u2026 <a href=\"https:\/\/t.co\/KLX2Oz5v4n\">pic.twitter.com\/KLX2Oz5v4n<\/a><\/p>\n<p>\u2014 ABS-CBN News (@ABSCBNNews) <a href=\"https:\/\/twitter.com\/ABSCBNNews\/status\/1985563152956928313?ref_src=twsrc%5Etfw\">November 4, 2025<\/a><\/p>\n<\/blockquote>\n<p>An elderly person drowned after being trapped in his residence on the island of Leyte, according to radio station DZMM.<\/p>\n<p>State weather agency PAGASA said the combination of Kalmaegi and a shear line had brought heavy rain and strong winds across the Visayas and nearby areas.<\/p>\n<p>\u201cDue to interaction with the terrain, Tino may slightly weaken while crossing Visayas. However, it is expected to remain at typhoon intensity throughout its passage over the country,\u201d PAGASA said in a morning bulletin.<\/p>\n<p>More than 160 flights to and from affected areas have been cancelled, while those at sea were advised to head to the nearest safe harbour immediately and to stay in port.<\/p>\n<p>PAGASA warned of a high risk of \u201clife-threatening and damaging storm surges\u201d that could reach more than 3-metre (10-foot) height along coastal and low-lying communities in the central Philippines, including parts of Mindanao.<\/p>\n<p>On Monday, the country\u2019s Office of Civil Defense reported that some 156,000 individuals had been preemptively evacuated.<\/p>\n<p>Kalmaegi comes as the Philippines, which is hit by an average of 20 tropical storms each year, is recovering from a run of disasters, including\u00a0earthquakes and severe weather events, in recent months.<\/p>\n<p>In September,\u00a0Super Typhoon Ragasa swept across northern Luzon, killing at least 10 people and forcing government work and classes to shut down as it brought fierce winds and torrential rain.<\/p>\n<p>State weather service specialist Charmagne Varilla told the AFP news agency that at least \u201cthree to five more\u201d storms were expected by December\u2019s end.<\/p>\n<p>Scientists warn that storms are becoming more frequent and more powerful due to human-driven climate change.<\/p>\n<\/div>\n<p><script async src=\"\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><br \/>\n<br \/><br \/><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Residents seek refuge on rooftops, and cars float through flooded streets on the island of Cebu.
