Tehran has offered to reopen the Strait of Hormuz on the condition that the US lifts its naval blockade on Iranian ports and agrees to end the war.<\/p>\n<p>Iran has effectively closed the strait to shipping, creating global economic pressure by driving up energy prices and disrupting supply chains. EPA\/ABEDIN TAHERKENAREH\" fetchpriority=\"low\"\/><figcaption id=\"caption-attachment-4528351\" class=\"wp-caption-text\">Iranians walk past a huge billboard carrying a sentence reading in Persian \u2018The Strait of Hormuz remains closed\u2019 at Enghelab Square in Tehran, Iran, 28 April 2026 [Abedin Taherkenareh\/EPA]<\/figcaption><\/figure>\n<p>However, a central feature of Iran\u2019s offer to reopen the Strait to all traffic is that discussions over Iran\u2019s nuclear activities would be postponed until after the war ends.<\/p>\n<p>The proposal was conveyed to Washington through Pakistan, which has been acting as a mediator.<\/p>\n<p>\u201cThese messages concern some of the Islamic Republic of Iran\u2019s red lines, including nuclear issues and the Strait of Hormuz,\u201d Iranian state media Fars News Agency reported.<\/p>\n<p>\u201cInformed sources emphasise Mr Araghchi is acting entirely within the framework of the specified red lines and the diplomatic duties of the Ministry of Foreign Affairs.\u201d<\/p>\n<p>The news agency said the messages relayed were \u201cunrelated to negotiations\u201d and are \u201cconsidered an initiative by Iran to clarify the regional situation\u201d.<\/p>\n<p>On Monday, Tehran\u2019s envoy to the United Nations, Amir Saeid Iravani, said \u201clasting stability and security\u201d in the Gulf and the wider region can only be achieved through a durable and permanent cessation of aggression against Iran.<\/p>\n<h2 id=\"how-does-this-proposal-differ-from-previous-ones\">How does this proposal differ from previous ones?<\/h2>\n<p>Iranian analyst Abas Aslani said Iran\u2019s latest proposal is based on an \u201caltered\u201d approach.<\/p>\n<p>Aslani, a senior research fellow at the Centre for Middle East Strategic Studies, told Al Jazeera that Tehran believes its previous model \u2013 which was based on making compromises on its nuclear programme in exchange for economic sanctions relief \u2013 is no longer a \u201cviable path towards a potential accord\u201d.<\/p>\n<p>\u201cIran believes this can also function as a trust-building measure to compensate for the trust-deficit issue,\u201d he added.<\/p>\n<p>Analyst Negar Mortazavi, a Center for International Policy senior fellow and host of The Iran Podcast, said the Iran proposal looks \u201creasonable\u201d as the the situation in the Strait of Hormuz has created a \u201ca global crisis and countries around the world want it resolved\u201d.<\/p>\n<p>\u201cBoth Tehran and Washington need to immediately focus on reforming the Strait,\u201d Mortazavi added. \u201cTehran will not move if the US doesn\u2019t lifts its blockade, and Washington will not do so if Iran does not open the strait. So this can be a good first step towards a more permanent ceasefire, and then after reducing tension, the two sides can talk about other issues.\u201d<\/p>\n<p>On the nuclear file, she said while it was a \u201ctop priority\u201d issue for both Washington and Israel, it is a \u201ccomplex issue\u201d.<\/p>\n<p>\u201cTehran once negotiated a successful nuclear deal with the Obama administration, which took two years of intense negotiations,\u201d she said.<\/p>\n<p>\u201cTehran also tried to negotiate on its nuclear programme with the Trump administration once last year and again this year, and both times the patience of the US president was very short and, in the middle of negotiations, Iran was attacked.\u201d<\/p>\n<p>As a result, Mortazavi said, the nuclear issue cannot be resolved \u201cin a few hours in high-level meetings between the US vice president and the Iranian speaker of parliament\u201d.<\/p>\n<p>\u201cThe nuclear issue \u2026 needs serious negotiations with technical experts, and it has to be done with proper time and patience. It would be better if it happens after the war ends, in an atmosphere of peace and calm, and not during an active conflict between the different sides,\u201d she added.<\/p>\n<h2 id=\"how-has-the-us-responded-so-far\">How has the US responded so far?<\/h2>\n<p>US President Donald Trump met with top security advisers on Monday to discuss the Iranian proposal, the White House confirmed.<\/p>\n<p>However, according to media reports, the US response has been largely dismissive. According to Reuters, an unnamed US official said President Trump was unhappy with the proposal because it did not include provisions for Iran\u2019s nuclear programme. The official noted that \u201che doesn\u2019t love the proposal\u201d.<\/p>\n<p>Citing two people familiar with the matter, US media outlet CNN reported that Trump was unlikely to accept the proposal. It said Washington lifting its blockade of Iranian ports without resolving questions over Tehran\u2019s nuclear programme \u201ccould remove a key piece of American leverage in the talks\u201d.<\/p>\n<p>Secretary of State Marco Rubio told Fox News on Monday that the proposal was \u201cbetter than what we thought they were going to submit\u201d, but questioned Tehran\u2019s intentions.<\/p>\n<p>\u201cThey\u2019re very good negotiators,\u201d he said. \u201cWe have to ensure that any deal that is made, any agreement that is made, is one that definitively prevents them from sprinting towards a nuclear weapon at any point.\u201d<\/p>\n<p>Al Jazeera\u2019s Mike Hanna, reporting from Washington, said, \u201cThere\u2019s been a complete lid over what was discussed\u201d during the meeting between Trump and his national security team.<\/p>\n<p>\u201cIt was so tight that we do not know exactly who in his national security team was present at that meeting,\u201d Hanna added.<\/p>\n<p>\u201cNormally, there is some form of readout or some form of more information giving, fleshing out the details of a meeting like this.\u201d<\/p>\n<h2 id=\"what-has-been-the-response-from-other-countries\">What has been the response from other countries?<\/h2>\n<p>While the \u201cUS and Iran feel that time is on their side, the longer this goes on, the more difficult it\u2019s going to be,\u201d Mohamed Elmasry, an analyst for the Doha Institute of Graduate Studies, said.<\/p>\n<p>\u201cI really don\u2019t think time is on anyone\u2019s side. I really do think the Europeans are losing patience,\u201d he told Al Jazeera.<\/p>\n<p>On Monday, German Chancellor Merz stated that the \u201cIranians are negotiating very skilfully\u201d, Elmasry noted.
