However, Russia and China abstained, explaining later that the plan lacks Palestinian participation and is vague.<\/p>\n<p>The text, which was revised several times as a result of high-stakes negotiations, authorised the 20-point peace plan that opened the way for a ceasefire between Israel and Hamas to take hold on October 10.<\/p>\n<p>It authorises the creation of an international stabilisation force (ISF) that would work with Israel and Egypt and newly trained Palestinian police to help secure border areas and demilitarise the enclave.<\/p>\n<p>It also authorises the formation of a \u201cboard of peace,\u201d a transitional governing body for Gaza \u2013 which Trump would theoretically chair \u2013 with a mandate running until the end of 2027.<\/p>\n<p>The resolution also mentions a possible future Palestinian state, but in convoluted language and with details lacking.<\/p>\n<p>Most countries around the world welcomed the progress. However, Hamas, which currently governs Gaza but is excluded by the resolution from any governance role, was less enthusiastic.<\/p>\n<p id=\"hamas\"><strong>Hamas<\/strong><\/p>\n<p>The Palestinian group rejected the resolution, saying it \u201cimposes an international guardianship mechanism on the Gaza Strip which our people and their factions reject\u201d.<\/p>\n<p>\u201cAssigning the international force with tasks and roles inside the\u00a0Gaza Strip, including disarming the resistance, strips it of its\u00a0neutrality, and turns it into a party to the conflict in favour of\u00a0the [Israeli] occupation,\u201d the statement continued.<\/p>\n<p>Hamas also said that the plan fails to meet the political and humanitarian demands of Palestinians.<\/p>\n<p><strong>Israel<\/strong><\/p>\n<p>Prime Minister Benjamin Netanyahu\u2019s office said in a social media statement that the approval of the resolution would lead to \u201cpeace and prosperity because it insists upon full demilitarisation, disarmament and the deradicalisation of Gaza\u201d.<\/p>\n<p>\u201cThis will lead to further integration of Israel and its neighbours as well as expansion of [the] Abraham Accords,\u201d the statement said, referring to agreements under which some Arab nations normalised ties with Israel during Trump\u2019s first term in office.<\/p>\n<p>\u201cWe expect to receive all of the deceased hostages with no delay and to begin the process of \u2026 ending Hamas\u2019 rule over Gaza,\u201d it added.<\/p>\n<p><strong>Palestinian Authority\u00a0<\/strong><\/p>\n<p>The Palestinian Authority said the resolution affirmed the Palestinian people\u2019s \u201cright to self-determination and the establishment of their independent state,\u201d and the unimpeded flow of aid into Gaza.<\/p>\n<p>The Palestinian Ministry of Foreign Affairs \u201cstressed the urgent need to immediately implement this resolution on the ground\u201d in a way that \u201censures the return of normal life, protects our people in the Gaza Strip\u201d and \u201cprevents displacement\u201d.<\/p>\n<p>The ministry also urged the \u201cfull withdrawal of the occupying forces\u201d and for the plan to be carried out in a manner that \u201cenables reconstruction, halts the undermining of the two-state solution, and prevents annexation\u201d.<\/p>\n<h2><strong>China<\/strong><\/h2>\n<p>China said that it had abstained in the vote because the peace plan due to the ambiguity regarding Palestinian governance of Gaza and the two-state solution.<\/p>\n<p>Beijing\u2019s UN Envoy Fu Cong said later in a statement that the draft resolution is \u201cvague on many crucial issues,\u201d including the scope and structure of the multinational force.<\/p>\n<p><strong>France\u00a0<\/strong><\/p>\n<p>France said it voted for the UN resolution to \u201csupport the ongoing peace efforts\u201d and meet the \u201cmost urgent needs of the population\u201d, including the delivery of humanitarian aid and disarmament of Hamas.<\/p>\n<p id=\"russia\"><strong>Russia<\/strong><\/p>\n<p>Russia\u2019s UN ambassador, Vassily Nebenzia, said his country abstained from the vote because the plan sidelines Palestinian participation.<\/p>\n<p>The force \u201cwould appear to be able to act absolutely autonomously without any regard for the position nor the opinion of Ramallah,\u201d he said.<\/p>\n<p>\u201cThe main thing is that this document shouldn\u2019t become a fig leaf for unbridled experiments conducted by the US in Israel, in the occupied Palestinian territory,\u201d Nebenzia added.<\/p>\n<p>\u201cThis may entrench the separation of the Gaza Strip from the West Bank. It is reminiscent of colonial practices,\u201d the Russian envoy said.<\/p>\n<p><strong>United Kingdom\u00a0<\/strong><\/p>\n<p>The UK said it voted for the UN resolution to advance the US plan for Palestinians and Israelis and stressed the urgent need to deploy the multinational force, open all crossings and enable unhindered aid into Gaza.<\/p>\n<p>\u201cWe must now have urgent action to open all the crossings, lift restrictions and flood Gaza with aid. And we must keep up progress for a two-state solution with peace and security for Israelis and Palestinians side by side,\u201d said Foreign Secretary Yvette Cooper.<\/p>\n<p id=\"united-states\"><strong>United States<\/strong><\/p>\n<p>Trump hailed the approval of the resolution as a historic breakthrough, praising those who backed the proposal. \u201cThis will go down as one of the biggest approvals in the History of\u00a0the United Nations, will lead to further Peace all over the World,\u00a0and is a moment of true Historic proportion,\u201d he wrote on Truth Social.<\/p>\n<p>He made no reference to Israel, Hamas or the Palestinians.<\/p>\n<p id=\"indonesia\"><strong>Indonesia<\/strong><\/p>\n<p>Indonesia welcomed the resolution, saying that it prioritises \u201cconflict resolution and sustainable peace\u201d and stressing the importance of the \u201cinvolvement of all parties, particularly the Palestinian Authority, in resolving the conflict and the peace process, as well as a clear UN mandate for peacekeeping forces to realise a two-state solution in accordance with agreed international law and parameters\u201d.<\/p>\n<p>Jakarta has previously said that it is prepared to deploy up to 20,000 personnel to Gaza.<\/p>\n<\/div>\n<p><br \/><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Voices around the world have mostly welcomed the passage of a United Nations Security Council (UNSC) resolution backing major provisions of the Gaza peace plan.
